Legacy 會從 `tag.analysis.tw` 抓 tag JSON、更新 `tags`，再寫 `data/keyword.json` / `data/keyword_all.json`；目前 modern command 只用本機 `tags` 預覽 keyword JSON，不打外部 API、不寫檔案、不更新 DB。
